Justice Together: Praying, Planning, and Partly (but Not Yet Entirely) Pushed Aside in Wichita

Before Christmas, I had some complimentary things to say about Wichita’s city council. Here at the end of the year, though, my thoughts are more critical—though this is really a story about an organization of citizens here in Wichita, one that has pushed and challenged the city council, with some (but not total) success.

Justice Together, an association of nearly 1500 volunteers from nearly 40 Wichita-area congregations, synagogues, and other religious bodies, made local history several months ago, when, at a major public assembly, they pressed and received commitments from various elected leaders that certain positive steps would be taken to assist the homeless population of Wichita. Their well-researched calls for 1) more free bus passes for those with mental health needs, for 2) more staffing for on-call psychiatric assistance, for 3) a sustainable budget plan for completing and operating the planned Multi-Agency Center (MAC) which aims to bring together resources for homeless individuals, and for 4) a free municipal ID program, all remain on the table. But two weeks ago a proposed set of changes to how the city deals with homelessness threatened to derail the compassionate efforts that Justice Together, along with many other municipal organizations (Wichita’s Coalition to End Homelessness deserves much credit here), had pushed for.

Fortunately, Wichita’s city council was convinced (or pressured) to bypass the worst feature of these proposed changes, and the role JT played in that effort (in over two hours of public comment before the city council on December 17, 21 of the 24 speakers opposed the proposed changes, and more than a third of those were associated with Justice Together) deserves praise. Still, the fact that the other changes which passed through the council on a 4 to 3 vote will increase the ability of law enforcement to treat homeless individuals from a criminal rather than a compassionate perspective is evidence of how much more, and perhaps how much further, the kind of activism JT represents has to go.

As was pointed out by multiple speakers (as well as a couple of members of the council from the bench), the proposed changes in Wichita’s policies were less rooted in local changes (though Wichita’s homeless population has increased, as it has in cities both large and small across the country, for dozens of often intertwined reasons) than they were in national decisions. When the U.S. Supreme Court handed down its majority decision in City of Grants Pass v. Johnson last summer, making it clear that criminalizing “public camping”—a euphemism that we all know is ridiculous (“camping” is a voluntary recreational activity, while sleeping or residing outside without shelter in public places is practically never either of those) but seem doomed to use anyway—would not be considered an unconstitutional punishment someone for their condition, but would instead be considered a nominally constitutional punishment of an action, the door to more aggressive enforcement of anti-homelessness policies was kicked wide open. Honestly, those of us Wichitans who recognize both the increased costs as well as the lack of compassion which the further criminalizing homelessness entails should probably be grateful that the city’s proposals didn’t go any further than they did.

As someone who has been associated with Justice Together since its beginning in early 2023, I received word of the prayer meeting being planned for the day of the city council meeting. Multiple faith leaders set the tone for the dozens who gathered for the meeting by emphasizing that pushing back, in whatever peaceful way we can, against adding burdens to the lives of those suffering from whatever mix of causes—poverty, trauma, mental illness, drug or alcohol addiction, or all of the above—which had left them living without permanent shelter was a shared religious demand. As I’ve written before, JT is not a radical organization; rather, it is a serious, careful, realistic group of believers, who work in the tradition of Rev. Martin Luther King, Jr., in 1) researching and proposing responsible plans premised upon compassion and justice, and then 2) presenting their plans before elected leaders in ways that create tension, thereby hopefully forcing action and progress. That was the plan a few weeks ago, with a summary of the changes Wichita’s government was proposing and an action plan laying out a bullet-pointed list of Justice Together’s primary concerns handed out beforehand. Topping the list of those concerns was that the city, in the wake of Grants Pass, intended to “remove a requirement that a shelter bed be available for anyone displaced by an encampment removal”—in other words, to no longer oblige law enforcement to confirm that there are beds available at public shelters before enforcing anti-“camping” rules and forcing a homeless person to move from whatever location of rest they’d found for themselves. This central issue was highlighted by Rabbi Andrew Pepperstone, the co-president of Justice Together, when he stood to speak before the city council (two other speakers, Revs. Travis Smith McKee of the Disciples of Christ and Jacob L. Poindexter of the United Church of Christ, later underscored Rabbi Pepperstone’s demand): the “removal of bed space verification” from those tasked with the often ugly task of disrupting the attempt of the homeless to find a secure corner or underpass somewhere in public space has, in his words, “no compassionate rationale that I can conceive of.” He challenged the city council to strip that policy change from the proposal, which resulted in some city leaders playing hot potato, suggesting that this odious proposal was really just a matter of police protocol. But thankfully, whomever ultimately owns this obligation, the result was a positive one. The policy changes voted on ended up preserving this restriction, thus making it at least still slightly difficult for those experiencing homelessness to be forced to move and to abandon many of their possessions like herd animals and not human beings.

Justice Together also opposed, along with other groups, expanding the number of city workers who could wield that kind of police power against the homeless, another proposed change which the city council was convinced to drop. Unfortunately, though, the other priority of JT—opposing “a change to shorten the notice to vacate period before an encampment is removed, from 72 hours to 48 hours, and in some cases, allow removal without notice”—went through. Perhaps that’s unsurprising; the city staff made it clear in their presentation to the council that there was, functionally speaking, only two elements of the proposed changes which they considered truly substantive: getting rid of the bed requirement, and allowing for the more immediate removal of homeless persons and the clean-up of their sleeping locations. Despite complaints that went far beyond the religiously motivated—there were speakers who challenged the proposed ordinances from libertarian perspectives on human rights, and conservative speakers who pointed out all the additional costs which ramping up enforcement requires—Wichita will, beginning probably in mid-January, join the host of American cities that are responding to the increase of the homeless population with even more criminalization, even if conjoining that with some additional compassion.

That additional compassion is obviously vital. Justice Together’s slogan for their (in retrospect, only partly successful) action was “Invest in a Fully Funded MAC, not Criminalization of Homelessness,” and there was much discussion of how to move forward with finding the funds necessary to keeping the plans for the MAC on track, and many supportive words from city council members for doing so. (There was an update on plans for the free municipal ID as well, which still seems to me likely the most important single non-structural action Wichita could take to assist the city’s homeless.) Ultimately, though, those who have dedicated so much time and effort to Justice Together must now consider their next steps.

Do they accept this defeat and continue to focus on pushing our elected leaders on the social justice issues which they have not foreclosed? That seems most likely; what JT’s volunteers are best at is speaking practically about policy options and researching how other cities have funded programs or dealt with changes in the legal landscape is the kind of action that appeals to their skill set best. But there is also the possibility of reconsidering what kind of, and how much, tension they can productively generate—perhaps while looking towards this year’s municipal elections, with the aim of changing one of those 4 yes votes. Becoming an interest group which actively promotes or opposes candidates would give Justice Together a very different and much more contentious vibe, yet political challenges are part of the toolkit of any successful advocacy organization, whether they’re used or not. (Sometimes, simply the knowledge that an organization could organize their forces—in this case, many hundreds of mostly middle or upper-middle class Wichitans in dozens of well-established religious congregations, the great majority of which are likely voters—can be persuasive enough.)

Justice Together has worked with and through the religious faith of thousands of Wichitans over the past 2 years to advance the conversation about social justice in our city. As a supporter, I am curious to see how its leadership will continue to try to advance our shared ideals, even as the opposition to some of what has been labored over pushes back. As in so many other ways, 2025 will be a very telling year.

The Place (and Place-ness) of Occupy, Ten Years On

Before 2021 comes to a close, let's remember the many tributes, found in many year-end wrap-ups written just about exactly ten years ago (including one of my own), to the tens of thousands of people across our country, and the tens of millions of people around the world, who stood up in 2011, and fought for their local communities, and strove to reclaim their cultural strength against oppressive elites. I am, of course, talking about Occupy.

Obviously, not many people talked about Occupy--whether we mean Occupy Wall Street or any of its other many incarnations--that way, either at the time or since, whether they be those who were directly involved or those who merely cheered them or castigated them from the sidelines. With their their class-based talk of the "99%" challenging the "1%," and their attacks on everything from oppressive student loans to growing wage gaps to spiraling health care costs, it was easy to assume that Occupy--in the United States at least--reflected the complaints of underemployed college grads with progressive politics, and nothing more. True, some people recognized that its radicalism was broader, more cultural and communal, than that--Jedidiah Purdy, for one, argued that OWS provided conservative as well as liberal, socialist, and anarchic lessons for us all, one of which ("It is sometimes necessary and appropriate to appeal to...[the] sentimental ties that join individuals in group") I think sums up what happened in Zuccoti Park in New York City from September to November of 2011 as well as anything written about it since. What, after all, held together the people drawn to those protests, and inspired them to built those makeshift communities, more than the stories and testimonies which those suffering through the Great Recession stood up to share?

Most, however, look back upon the Occupy movement as a failure, a perhaps inevitable and in any case an embarrassing one. The essayist Freddie deBoer recently summed up the results of Occupy pithily, claiming that, given the apparent absence of attacks upon the power of capital in progressive circles today (I say "apparent" because deBoer--a wonderful writer but not, I think, at his best here--appears to base his judgment perhaps too much on that which he sees posted to Facebook, Twitter, and Instagram), one must conclude that OWS's failure is "almost complete." Even those deeply sympathetic to Occupy Wall Street's general aims--specifically, challenging the financial and social power of the 1%--see it as having been a "leaderless, ultimately structureless collection of people," unfortunately reflecting the tendency of those on the left to engage in "mindless repetition" and talk in circles in an "outwardly incomprehensible loop." Those inclined to rant about the undeniably jargony woke-speech of many of those concerned with social justice today can easily connect the dots.

But such connections would miss the real point of Occupy, I think, and the real reason its messy provocations and demands have nonetheless continued to reverberate and recur within American discourse, shaping the way many of us think about economic equality and its disruptive effects. That lesson is contained less in what the protesters said, much less how they said, and rather in what they did: they occupied. Meaning that their argument about the oppressive power over our lives, our family finances, our economic plans, and our communities' fiscal integrity which the 1% wields was literally grounded in a claim to a space. A public space, wherein human beings can and should be able to democratically, deliberately, determine the risks and rewards of their collective choices. An inhabited space, wherein those who make their homes and contribute to their cultures and simply live can act with the sort of freedom that not being subject to what Thomas Jefferson derisively called (in a recreation of a historically unsubstantiated but intellectually truthful dinner conversation) the "moneyed interest" and "New York stock-jobbers" allows. A space wherein one can insist that the laws of the market (especially as mastered by those whose wealth and advantages enable them to) are not, as Wendell Berry has insisted, "inevitable." To claim such a space, and to occupy it in the face of the (elitely developed) rules which claim that the people, gathered together, simply cannot, should not, must not, act or organize or vote in certain ways, is and has been central to the arguments against finance capitalism which millions concerned about preserving their places and their choices in this world have made ever since the Industrial Revolution, if not earlier.

The centrality of occupying a space was key to the 19th-century Populist movement, for example, though it was rarely articulated as such. After all, the whole point of organizing at community granges in Kansas, Nebraska, Oklahoma, Colorado, Iowa, and Texas to challenge the power of the railroads was exactly because this alliance of farmers and ranchers and homesteaders wanted to defend the communities and the ways of life which had developed in those places, communities and ways of life that were being driven to ruin by manipulative railroad shipping rates and punitive lending and mortgage practices. They wanted their families and their children's families to be able endure in place, and they knew that collectively fighting on behalf of the integrity of their places, rather than giving in to an individualizing acceptance of the undemocratic, unaccountable, why-don't-you-just-sell-out-and-invest-in-stocks-instead-marketplace, was their only option. Such a fight would be inconceivable without a sense of place-ness. The better observers realized this parallel at the time, seeing in Occupy Wall Street in 2011 a model for a twenty-first-century, "open-source populism," with the places where we stand and build lives for ourselves being much more inclusive and interdependent than was the case in the 1890s or 1930s, but nonetheless playing the same conceptual role of pointing us towards that which we want to conserve in the face of the atomizing effects of concentrated capital. While the ideologies and trajectories followed by other instances of populist occupation--including everything from the Capitol Hill Autonomous Zone in Seattle to the water protectors at Standing Rock to the Little Mountain Cohousing village in Vancouver to the Solidarity House Cooperative in Laramie--their commonalities remain: people inhabit places, and so fighting on behalf of the democratic treatment of people must, or at least should, incorporate a defense of a place, whether literal or metaphorical or both.

This is what Occupy Wall Street did: it made its rejection of financial rules visible and present in a particular location, and proceeded to speak and act and protest against all the ways in which economic oppression disrupts the freedom of people in their places by making that location into a human space--complete with publications and libraries and all sorts of other things which humans do. Still, the embodiment of a defense of the ability of people to freely build and securely maintain their neighborhoods, communities, and ways of life--in other words, their places--in the actual establishment of a place itself, however audacious and authentic and influential such an action may be, doesn't lend itself to specific, programmatic plans of political action, any more than the neighborhood or community which anyone reading this lives in itself manifests a ready-made set of talking points or calls for legislation. That's just not the way human spaces work. And so, of course, in terms of a direct legislative and organizational consequences, Occupy comes up short.

It was perhaps this utopian populist element of Occupy--the insistence that in these places, these people possess the sovereign power (or at least ought to) to determine for themselves how to live--that made it less than entirely admirable to some leftist and localists who either opposed it or thought it silly and inconsequential. For Michael Walzer, the long-time editor of Dissent and one of the most perceptive and respected voices on the American left, the Occupy movement was "heartening" but nonetheless primitive; the point of such movements, in his view, is to establish not a place but rather "a presence on the actual ground of democratic politics--where parties are organized and elections fought." The aim that is, according to him, is not to occupy any real or conceptual territory, but to win that territory over to one's side, which means specifically "to force a political party to adopt [one's] program." (The fact that Walzer was, at best, only grumpily tolerant of the enthusiasm which greeted Bernie Sanders's own Jeffersonian and populist form of democratic socialism is, perhaps, revealing here.) Obviously, there is much truth here. Walzer, like just about everyone else deeply committed to a point a view in our democratic society--whether it be anti-tax libertarianism or democratic socialism or Christian integralism--wants to see that view itself established as a matter of law and policy and culture, and not merely as a organizing premise for families or neighborhoods or churches to make use of. This is, of course, a desire complicated by the realities of federalism and the many different, subsidiarian ways in which identities are articulated and authority distributed in our country, to say nothing of others. But it is also complicated by Walzer's own deep belief in the necessity of starting with local, particular places.

Geoffrey Kurtz, a political theorist and scholar of Walzer's thought, has written essays which explore this dynamic indirectly. While never mentioning Occupy Wall Street or Walzer's comments upon it, Kurtz observes that Walzer's ideas have long exhibited, to a sometimes greater and sometimes lesser degree, a tension regarding the experience of belonging. He agrees with other scholars that Walzer's political philosophy is one which takes seriously the proposition that human beings construct and dwell within "moral worlds that contain the resources necessary for their improvement," meaning that visions of more egalitarian, more fair, more free and just arrangements of the power otherwise claimed by the economic elite should not be top-down, all-or-nothing impositions. Rather, Walzer's is a "decentralized democratic socialism," strongly opposed to the administrative state, and thus one which "conveys the possibility of a socialist politics that does not worship progress and innovation." But why then would Walzer not be an enthusiast for similar municipalist experiments around the world, for what his own journal labeled "experimental utopias," which OWS was clearly an early, and perhaps incoherent, but nonetheless fully intentional example of?

Kurtz provides no direct answer--but he does suggest that Walzer is perhaps dispositionally "uninterested in understanding the core of that which he wants to conserve." In an unpublished paper of his, Kurtz digs even deeper into Walzer's oeuvre, insightfully pointing out the ways in which Walzer, a secular Jew, nonetheless implicitly acknowledges that "the mutual recognition of persons depends on a mystery," one that Walzer himself is disinclined to explore or see fully committed to by any of the hypothetical socialist citizens he invokes, all while admitting that those mysteries of belief and identification and attachment "can be the moral basis for a political commitment in the sense that it orients and sustains those who recognize it." While this is admittedly a large interpretive leap, I think that Kurtz can help us understand why it is, then, that even some of those whose particular socialist politics ought to align them strongly with the sentimental and local and communal form which Occupy's protest against economic exploitation took, saw it nonetheless as an impressive yet fundamentally childish step, rather than a model to be embraced. To put it crudely, and probably a little unfairly, but perhaps nonetheless accurately: such thinkers probably aren't believers…while holding up a sign, sitting at a lunch counter, sticking a flower in a gun, setting up a tent, and occupying a space in the face state and corporate power is an act of utopian belief and faith. A belief, to go back to Berry's insight above, that something may not be--and should not be accepted as being--an economic, and therefore social, inevitability.

In reference to the aforementioned "experimental utopias," perhaps the best comparison with Walzer's--perhaps limited but still clearly wise--approach to conceiving of a more egalitarian politics is the arguments of Murray Bookchin. The contributions of Bookchin and Walzer (left and right in this photo) occupy very different corners of the radical democratic quadrant of American thought, despite many similarities--their concern for pluralism, their respect for communities, and their suspicion of efforts to take the struggle against capitalism out of the hands of ordinary people. Bookchin, who would have been 100 years old this year, was of a different generation and orientation than Walzer. Whereas the latter made his mark primarily in the post-Vietnam era of Ronald Reagan, fighting within the Democratic party for what the founder of the Democratic Socialists of America, Michael Harrington, called "the left wing of the possible," the former's fights on behalf of what he came to call "social ecology" and "communalism" were fought outside of either of the dominant political parties in America, both of which were transforming throughout the 1960s and 1970s, as the individualist, environmentalist, and technological waves which washed away the statist, post-WWII New Deal consensus began to emerge. Fundamentally, though, the key difference may simply be that Walzer, in the wake of those waves, has long insisted that taking the energy they unleashed and using them to build political agendas and structures is the only radical politics worthy of the name. Anything other than that, however deeply felt and expressed, is mere play-acting.

That warning should never be entirely dismissed by those who believe another world is possible; as any reader of the Epistle of James can tell you, belief needs organization and structure to bring possibilities about. But that belief, that confidence in anarchic actions and democratic demands and communal alternatives, must come first. And moreover, as Doug Henwood observes in his own conflicted-yet-deeply-appreciative recollections of OWS, anarchic actions, properly understood, do (or at least can) have a structure to them, and need not be nearly so disconnected by constant discussion from concrete action as Occupy and other utopian experiments have stereotypically been seen to be. Bookchin's insights into how people can truly, freely--while still methodically!--make the places they occupy into transformative spaces is one that needs to be remembered by localists and radicals and everyone who cares about the common good today, 10 years on. As one activist put it, invoking Bookchin's faith in ecologically conscious communities which reject the supply chains of global capital, the legacy of Occupy Wall Street was "something that touches our deepest spiritual yearning," in a very un-Walzerian sense; "its practice says: 'We will no longer live in hatred and competition. We will live in love and community.'" In our deeply divided current moment, is there any better model to carry into our (hopefully) increasingly local-community-focused, (hopefully) increasingly egalitarian, (hopefully) increasingly small-d democratic future? I think not.

Marijuana and the Democratic Problem

This is a slightly expanded version of an editorial which appeared in the Wichita Eagle this morning.

This past Tuesday, when the Wichita City Council approved putting on the April ballot a proposal which would reduce the criminal penalty for adult possession of small amounts of marijuana to an infraction with a fine (essentially making it the same as a minor traffic violation), they did the appropriate thing. After months of work and much painstaking attention to detail, the many volunteers associated with the Marijuana Reform Initiative--some of which I'm happy to call friends, whose protests I have joined and whose petitions I have signed--had done exactly what the law requires, and the City Council recognized that.

It was interesting, however, as I sat in the City Council chambers and listened to the councilors’ comments (particularly as several of them spoke in what seemed to me to be a somewhat CYA-manner in regards to the "dilemma" before them), to be reminded how expensive and time-consuming and intimidating self-government can often appear to be.

Specifically, multiple members of the Council expressed consternation over the fact that the laws in question are “fuzzy.” Obviously, if the voters of Wichita approve this measure and the city government acts in accordance with it, instructing the Wichita City Police and city prosecutors to change their approach to this particular drug, the city will be in violation of state law, which categorizes marijuana possession as an offense deserving of a year in jail and a fine of thousands of dollars. (And or anything more than the first offense or mere possession, far harsher than that.) And yet, for them to simply dismiss this legally produced petition would also have been a violation of state law. Hence, their frustration.

But is a situation like this really one which calls for frustration? On the contrary, what we have here is rather simple: a group of citizens making use of the procedures legally available to them to directly initiate political action. As with any political action, taken by any means on any level of government, there always will be citizens organized–either directly, or through their elected representatives, or through various other established interests–to oppose them. That’s not surprising; that’s to be expected. It is the essential nature of mass democracy in a pluralistic society: many different groups, acting on behalf of many different agendas, using many different venues to pursue their goals. It’s combative and messy. For better or worse, under our present constitutional arrangement and with our present political culture, it couldn’t be any other way.

Does the fact that this particular political fight may involve the state claiming authority over drug laws and bringing an injunction against the city of Wichita mean that it’s different? More stressful, more irresponsible, and thus one to be especially avoided by our elected leaders? I can’t think of any principled reason why.

There are, to be sure, certain matters that probably shouldn’t cross from the legislative to the judicial branches of government or back again. (For example, I'm very doubtful of both the political wisdom and of the democratic benefits of attempting to force governments to recognize budgeting priorities through legal action, something we know all too much about here in Kansas.) But questions of criminal justice and penalties have, on the contrary, always involved fights in both legislatures and courts, and have been a particular target of direct citizen input and action for many decades. (Just think of death penalties cases, three-strikes-and-you're-out policies, mandatory sentencing, and many more.) This issue shouldn’t be any different.

(And I should emphasize, the issue here is not marijuana per se; the issue our often unaware attempts to shelter ourselves from democracy's messiness. To the extent that the fact we are talking about the personal possession of a small amount of a controlled substance here, I can only say, first, that this isn't--yet--about legalization, only sentencing reform, and second, as I wrote once before: "any defense of norms and traditions--especially prohibitory, paternal ones--has to be able to constantly respond to the changing, pluralistic flow of information all around us." Harsh penalties for a tiny bit of pot experimentation are contributing to a genuine social harm, that of mass incarceration. This is, in context, a good way to start pushing back on that.) 

I am most definitely not saying that I think every city council ought to challenge the authority of every state law, in the same way that I don't think state legislatures ought to make a habit of challenging the authority of the national government. There are all sorts of financial and constitutional--not to mention policy-related!--realities to be considered, and they might often suggest an acceptance of the status quo, or even encourage the recognition that in certain contexts general approaches may be well superior to particular ones. Even Thomas Jefferson, an arch-revolutionary and fan of local government if there ever was one, allowed that such was sometimes the case. (It would be nice if the Brownback administration, which never seems happier than when it is, on the one hand, throwing ideologically-motivated challenges at the national government, and on the other, stealing authority from local municipalities, considered those same points as well.)

But even given all those considerations, it remains the fact that, in our pluralistic and federal system, conflicts between different governing bodies are, as they say, a feature, not a bug. The number of variables that can come to play in these conflicts are huge and unpredictable. (What would be the content of any such injunction which the state government could lay on Wichita, anyway? Would they empower state police officers to come into Wichita arrest local police who obeyed the new local ordinance? Would they strip elected Wichita officials of their authority and jurisdiction, and replace them with appointees of their own? How would Topeka pay for that, anyway?) Like it or not, going forward with this vote is a step forward in the always evolving process of democracy. Clarifying “fuzzy” statutes and forcing a change in political agendas doesn't happen spontaneously; they will inevitably require clashes and challenges, and when the opportunity for such arises, they ought to be welcomed.

The concluding comments of one councilor during the meeting clearly implied that “being a good citizen” is the same as “not being in conflict with the state legislature.” If we all lived in small, authoritarian communities governed by consensus, perhaps that would be appropriate. But instead, we live in an environment characterized by adversarial conflicts, mediated through diverse political and legal processes. That's often not a particularly effective way to carry out mass democracy, but it is the system we have. And consequently, I think those who suggest that a legally produced vote on a technically invalid ordinance is the wrong step, and instead that everyone involved should be obliged to just appeal to the state government and wait for a "thaw" in the conversation about marijuana in Topeka, misunderstands: going forward with votes which force a question over just what truly is valid is exactly how conversations like that move forward. The people have done their political part; I hope the City Council, depending on what Wichita citizens choose, will be ready to their legal part as well.

What I Said in 9 Minutes About Citizens United

It seems I'm getting better--the last one of these Citizens United protest meetings I spoke at here in Wichita, I took 15 minutes (or actually, only about 13). That was two and a half years ago; now, I'm down to 9 minutes, and threw in a short, ridiculously simplistic, and yet I think fairly accurate lecture on the history of American mass democracy to boot. It was a fun day. Many thanks to all the good activists here in Wichita who continue to make these important events happen! In the meantime, enjoy (and give me a break about my occasionally hoarse voice--I've been on sabbatical, and I'm out of practice). What Tiananmen Meant to Me, Twenty-Five Years Ago

In the summer of 1989, I was living in Seoul, South Korea--on Yeouido (여의도) island, in fact, just a few miles from the 63 Building. (I strongly doubt any foreign missionaries could afford apartments there today.) The heavy rains of the summer had come early that year, or at least that was my memory. I was just about halfway through the 22 months I was spending in the country as a church missionary, and by that time I probably had learned about as much Korean as I ever did master, unfortunately. It was enough to be able to follow in a very general way the information I caught on the occasional television news program which I'd watch while eating at a restaurant or visiting a friend's apartment, but I still kept an eye out for English-language newspapers and magazines, and would grab a copy whenever I could. And then came a day in June, perhaps a week or so after the event in question, when I managed to find this copy of Time.

The June 4th Tiananmen Square Massacre--the violent crushing, via the armed force of the People's Liberation Army, of the massive, disorganized, dizzying popular demonstrations which had been taking place in Beijing's central Tiananmen Square since April--had managed to pass me by entirely. I later learned that just about everyone in Seoul had been talking about the tragedy, and I saw more than enough news coverage of it through various Western sources. But on the South Korean news programs, there was nothing--the order had come down from the government not to discuss the massacre, as it was feared that it would remind people too much of the Gwangju Uprising, when hundreds of Koreans were slaughtered by the South Korean army when they took control of the city of Gwangju during a period of martial law. (South Korea in 1989 was technically on its way to becoming a genuinely free, mostly liberal, multi-party democracy, but its president at the time, Roh Tae-woo (노태우) had still been hand-picked by a former military dictator, Chun Doo-hwan (전두환), who himself had ordered the Gwangju slaughter in 1980, and many political and social restrictions were still in place--all of which were unmentioned in the media and constantly protested in the streets, leading one local American I knew to refer to South Korea, riffing on one of the nation's traditional names, as "the land of morning calm and evening riot.") So an unknown number of violent deaths--probably numbering in the thousands, though no official numbers have ever been released--out of the more than a million Chinese students, Beijing locals, and others who participated in those demonstrations went essentially, officially, undocumented in the country right next door.

When I returned to America and went back to BYU in 1990, I wanted to understand the culture and people that I'd been sent to preach to, and I began to study Asian politics and philosophy. While I never became anything like an authority on Chinese politics, in those years while I was completing my undergraduate degree and then getting my MA, it was impossible to go to a conference, to gather together with other students, or to meet with faculty in my area, and not have the events of the year before, or of two or three or four years before, come up at some point or another. We were all former East Asian church missionaries, or people who'd spent time doing business or teaching English in Hong Kong, Tokyo, Taipei, and elsewhere, or both--and all of us had, at the time, desperately scavenged for news coming out of the PRC. (This was pre-internet, folks.) As students in the years to come, we went to hear from dissidents and troublemakers that our professors knew and managed to bring to campus, as well as apologists for the regime (I can remember one time when, in a gathering at a small campus theater, some representative of PRC government, perhaps someone from the consulate nearest to Utah, answered questions about the causes behind the demonstrations, leading one Chinese student at BYU to bravely shout out "You are a liar!"--after which all his friends quickly hustled him out of the theater, before he could be identified, have his student visa stripped from him, and suffer the consequences). Nothing seemed more important to me, back then, then contributing to the debate about how to help bring democracy to China, and punishing those in power. The mostly forgotten argument over giving China special trading privileges with the U.S. seemed massively important to me then. When it looked like China was going to be successful in landing its bid for the 2000 Summer Olympics, it seemed like a terrible scandal. And so forth, and so on.

Well, they eventually did get their Olympics in 2008--and 25 years on, the word from China is that most young people are pretty unfamiliar with the protests and the enormous bravery shown by thousands of people who engaged in hunger strikes, marches, and life-threatening civil disobedience, so as to be heard by their government. And I'm still no expert about China--indeed, given the huge changes globalization has wrought over the past quarter-century, I'd have to say I know less about China's people, culture, language, aspirations, and politics today than I did back then. (The fact that I ended up doing almost nothing with East Asia during my graduate school years--this article is about the only evidence of the passions that I carried with me from my BYU years--may have contributed to that as well, of course.) I may have a chance to visit China this coming year, speaking at a conference in Nanjing; it'd be my first visit back to East Asia since my Hong Kong trip four years ago, and dearly hope it works out. No fears about visiting China? None at all. Whatever the many good and important things that we hoped for and wrote about back then which haven't worked out, so many other unexpected good things, good things that many students and friends of mine who have visited and lived in China over the past 25 years have testified of, actually have worked out. China is, in so many ways, clearly a better place to live today than it was a generation ago. This hasn't made China into a democracy, by any means--the tyrannical practices of the controlling party, their human rights abuses, their suppression of dissent, their control of the media, their corrupt and exploitive dealings with corporate powers, is all still there. But this nation of billions of people has changed and continues to change in ways that no one could ever predict--so much so that the sort of tightly employed state violence which it wielded in downtown Beijing back in 1989 is probably pretty much inconceivable today, by the Chinese themselves and the millions who do business with them. And that is, most certainly, the best good thing of all.

Eleven Theses on 2011 (on Democracy, Anarchism, and OWS)

More than a month ago, Peter Levine asked 10 thoughtful questions about Occupy Wall Street. In the spirit of one of the most succinct works of philosophy in Western history, let me provide 11 answers, as 2011 comes to a close.

1) It wasn't just Time magazine; it was a whole lot of people noticing the same thing: that in 2011, a whole lot of ordinary people--generally not-wealthy people, generally not-politically-engaged people, generally people who apparently would have preferred that the political and economic contexts upon and through which their ordinary lives operated not be playgrounds for elite exploitation--took a whole lot of risks, and made a whole lot of noise. The risks were hardly equally shared: the protests and rebellions across the Arab world that began a year ago involved lives being put on the line (and frequently lost), while the protests in Madison, Wisconsin, last February, or the Occupy Wall Street protests that spread across the country beginning last September, usually involved nothing more than being willing to stand outside in uncomfortable weather and possibly face occasional rough treatment at the hands of the cops. But nonetheless there is a common thread through them all: it was a year in which hundreds of thousands, perhaps even millions of people, throughout the Middle East and Europe and North America, went to the streets to be heard.

2) Getting outdoors and into the street--leaving the privacy of one's home and attempting to literally "occupy" public space--is a principle of deep importance to democratic thinking. It is not, for the most part, a liberal democratic principle, focused on ensuring the privacy and protection of individual rights, but rather is a communitarian/populist/socialist/anarchist principle, underscoring the idea that for a people to govern themselves, to be heard as themselves, then they must assemble as a people, and not from a distance, through (established, and perhaps thus easily co-opted) state channels and experts and forms of representation.

3) Once people assemble together--really assemble, not to listen to already-appointed authorities, but to constitute their own authorities--one result is a community of equals. Again, not equals in the liberal sense--in which all individuals, in their place and with their claims, are duly recognized in the context of a general pluralism--but equals in the sense of being joint participants in a general, collective project.

4) A project such as that potentially leads--or at least potentially should lead--to the disappearance of the lines and norms which keep socio-economic classes and racial groups and genders separate from each other. Obviously, this is not a development which takes place without some context, and in so many of 2011's protests, from Greece to Wall Street, the context was already pushing many members of the liberal elite into a confrontation with lower-class sensibilities, leading to a re-evaluation of what unites the middle classes with the poor, and a deeper appreciation of thinking in more immediate ways about "sustainability" and "equality." Was this sort of philosophical realization taking place concomitant to all OWS protests, and all those different types of contests with power which proceeded them? Probably not--but it did take place in at least some of them, or else you wouldn't have seen the political discourse change as much as it did. (The far-from-complete-but-still-real changes in the public role of women in Arab countries following the revolutions there is another example of this.)

5) Of course, these kind of philosophical realizations usually don't happen through simple intellectual conversation; they happen as people plan and eat and rub up against and work with one another. They happen, in other words, through dozens, hundred, thousands of people finding ways to keep their assemblies going and succeeding, in the radical changed context which the people involved have placed themselves (or been placed) in. It's easy to mock some of the at-times-infuriating (even to those involved!) procedures which evolve as "mobs" try to figure out how exist amongst and alongside themselves as equals, but the slow work of participatory democracy is a great teacher nonetheless.

6) One of the key ideas which being assembled together into a community of equals makes clear is that many categories and labels--most of which presume a liberal individualist model of social organization--don't actually fit. Is OWS a "liberal" movement? Only in the most circumstantial sense of tending to push causes that have a somewhat greater likelihood of being embraced by "liberal" political parties. One could, however, just as easily argue that there is a deep "conservatism" to these protests, in the sense that they are powered by people wanting to conserve the social contracts and communities that they have built (or have attempted to build) their livelihood and neighborhoods upon, social contracts and communities that are being challenged by financial institutions that view homes and retirement funds as speculative playthings, by political parties that are ripe with corruption, and by governments quick to align their interests with those of austerity-minded corporate players. Protests like OWS are liberal, conservative, socialist, and most importantly, anarchist, all at the same time.

7) The anarchism implied by the assembled, democratic power of people in the streets and the parks has prompted a great deal of commentary, and that's for the best: it is important for the left to be reminded that the power of collective, utopian thinking about equality is greater than that the forms by which it is usually institutionalized in liberal governments and state policies. But it is also essential that the anarchist reflections which 2011 has generated not be reduced to individualistic bromides; to say that the genius of anarchism is that it combines a "thoroughly socialist critique of capitalism" with a "liberal critique of socialism" misses the mark; to blithely combine the promise of "autonomous associations" with an unspecified "freedom of the individual" does not serve anarchism, or the promise of general democratic assemblies, particularly well.

8) The importance of this ideological observation is demonstrated by simply looking at the actual history and development of the various uprisings of 2011: leadership was always necessary, and always involved, from the very beginning of each of them. Whether it was done formally or informally, invariably community bounds were set, rules were developed, and thus a sense of identification, of mutuality, and of responsibility followed. To pretend otherwise--that 2011 represented some complete break from the nature of human beings as social animals, as creatures that need some sort of structure and stability for their language and passions to even make sense--is to set up these movements for failure before their work is half-started.

9) This is not a contradiction in terms--the reality that these assemblies of protest were organized and had some community integrity and structured maintenance doesn't mean they were no different from the liberal movements and organizations which they often rejected. The key difference was the presence of these organically emerging and developing community forms; the fact that these movements and their leaders were grounded locally and focused locally. It really is a misnomer, though a handy one, to globally speak of 2011 as "The Year of the Protester" as a singular; I would argue, in contrast, that the reason why so many of these movements had as much success as they did in their various challenges to the many entrenched powers that be, was that they were multiple, springing up and taking shape, whatever their ideological inspiration, in the context of the specific abuses and threats felt by those who shared (and contested over!) these very same cities and institutions with one another. (By the end of 2011, there have been close to 3000 different "Occupy" movements around the United States and throughout the globe; such decentralized, local assemblies are, in the eyes of some, a model for where capitalism needs to go.)

10) The fact that these assemblies of protest and organic communities of equals were so variable and didn't fit into any universally established procedural boxes was a constant frustration to many. Again and again, commentators who claimed to be concerned about inequality and all the rest looked at OWS and wondered what it was all about, scratched their heads at the supposedly fuzzy-headed notion of that democratic communities have so much to do with "feeling," and groused that populists fail to recognize--as the neoliberal technocrats presumably do--that democracy is ultimately about political power, and that you can't have that unless you have a hierarchy setting priorities and getting results. Such carping has a point, of course; to be carried away in experience of democratic belonging, of real in-the-street-change-making, gets one away from the fact that there are allies who are equally grounded, equally local, and equally exploited ready to assist in the protest, so long as those in the community don't get confused as to who their real friends are. But in the end, the critics missed the point: the ability of people to govern themselves, to truly being sovereign, is fundamentally tied to being, and feeling, outside of and larger than themselves, to being awash in the Arendtian demos. That is, to be sure, a sometimes frightening and dangerous thing, which is why liberal protections and retreats to privacy have an important place in free societies. Moreover, all that is rarely a good recipe for making concrete judgment calls about the wheres and whens and hows of an assemblies operation, and while all of these assemblies did have the kind of evolving, localized, informal leadership which has to happen whenever people get together, it's probable that, as weeks and months went by, the legitimacy of such structures needed to be better, more fully, recognized. But to insist on such recognition before the experience of being in a community of equals even begins is, I think, to misunderstand the interpenetrative, and interpretive, nature of politics entirely.

11) Finally, remember that in an important sense all of this is besides the point. The real purpose of these hundreds of thousands, these millions, of people who captured the imagination and inspired the rage of millions of others was not to understand what was happening around the world in 2011; on the contrary,the real purpose of 2011 was to change the world itself. And to a small degree, perhaps it did. Let’s hope for more of the same next year.
